Answer: 

Yes, because a website is a program of a municipality under Title II of the ADA, a city, town or state website needs to be made accessible so that people with disabilities can access a municipality’s online content. The Department of Justice, the federal agency that enforces the ADA, is requiring compliance with Web Content Accessibility Guidelines (WCAG 2.0) to ensure that a municipal websites are accessible.
